  "text": "The HCA shall be treated as included in the list of bodies in section 50(2) of the Housing Act 1985 in respect of any failure by the CNT to perform a duty imposed by section 48 of that Act which is treated by virtue of paragraph 2(2) above as if it were a failure by the HCA.",
