  "text": "In Article 39 of the Rent (Northern Ireland) Order 1978 (NI 20) (offences under Article 38 of that Order), after paragraph (4) there shall be added—\n“(5) Proceedings for an offence under paragraph (1) may be instituted by the district council in whose district the dwelling-house held under the private tenancy is situated.”.",
