The Secretary of State makes this Order in exercise of the powers conferred by paragraph 11 of Schedule 10 to the Housing Act 2004^f1.

In accordance with section 250(6) of that Act, a draft of this Order has been laid before, and approved by a resolution of, both Houses of Parliament.
