  "text": "(1) The Immigration Act 2014 is amended as follows.\n(2) In section 23(2) (penalty notices: landlords) for “£3,000” substitute “£20,000”.\n(3) In section 25(4) (penalty notices: agents) for “£3,000” substitute “£20,000”.\n(4) The amendments made by paragraphs (2) and (3) do not apply in respect of a penalty notice issued to a landlord or agent in relation to a contravention of section 22 of the Immigration Act 2014 if the contravention occurred solely before the coming into force of this Order.",
