  "text": "(1) These Regulations apply to a person who makes an application for a biometric immigration document in accordance with regulation 19 just as they apply to a person who makes an application for a document in accordance with regulation 3, with the modification in paragraph (2).\n(2) The Secretary of State may issue a biometric immigration document to a person who has applied in accordance with regulation 19, provided the person has limited leave to remain.",
