The Secretary of State for Education and Skills, in exercise of the powers conferred by sections 12(4)(f) and (h), (5), (6) and (11) and 66(1) of the Children Act 2004, makes the following Regulations, a draft of which was laid before Parliament and approved by a resolution of each House of Parliament in accordance with section 66(3) of that Act:
