  "text": "In these Regulations—\n“the 1980 Act” means the Highways Act 1980;\n“the 1985 Act” means the Housing Act 1985;\n“the 1989 Act” means the Local Government and Housing Act 1989;\n“the 1990 Act” means the Town and Country Planning Act 1990;\n“the 2000 Act” means the Transport Act 2000;\n“the 2003 Act” means the Local Government Act 2003;\n“the 2004 Act” means the Traffic Management Act 2004;\n“the 2008 Act” means the Housing and Regeneration Act 2008;\n“the 2011 Act” means the Localism Act 2011;\n“the 2023 Act” means the Levelling-up and Regeneration Act 2023;\n“the Area” means the area consisting of the areas of the constituent councils;\n“Combined County Authority” means the Lancashire Combined County Authority as constituted by regulation 3;\n“constituent councils” means the councils for the local government areas of Lancashire, Blackpool and Blackburn with Darwen;\n“district councils” means Burnley Borough Council, Chorley Borough Council, Fylde Borough Council, Hyndburn Borough Council, Lancaster City Council, Pendle Borough Council, Preston City Council, Ribble Valley Borough Council, Rossendale Borough Council, South Ribble Borough Council, West Lancashire Borough Council and Wyre Borough Council;\n“the HCA” has the meaning given in regulation 5(1);\n“highway authority” and “local highway authority” have the same meaning as in sections 1 to 3 and 329(1) of the 1980 Act;\n“the transition period” means the period beginning with the day on which these Regulations come into force and ending with 31st March 2026.",

      "text": "Section 1 was amended by paragraph 1 of Schedule 4 and Schedule 17 to the Local Government Act 1985 (c. 51), section 21(2) of the New Roads and Street Works Act 1991 (c. 22), paragraph 1(2) and (3) of Schedule 7 to the Local Government (Wales) Act 1994 (c. 19), section 259(1) to (3) of the Greater London Authority Act 1999 (c. 29), and paragraph 2 of Schedule 7 to the Infrastructure Act 2015 (c. 7).
