Draft Regulations laid before Parliament under section 28(2) of the Waste and Emissions Trading Act 2003, for approval by a resolution of each House of Parliament.

The Secretary of State has consulted the Scottish Ministers, the Welsh Ministers^f1 and the Department of the Environment in accordance with section 1(4) of the Waste and Emissions Trading Act 2003^f2 and has obtained their agreement in accordance with section 2(2) to (4) of that Act.

The Secretary of State makes these Regulations in exercise of the powers conferred by sections 1(1) and 2(1) of that Act.

A draft of this instrument has been approved by a resolution of each House of Parliament pursuant to section 28(2) of that Act.
