  "text": "(This note is not part of the Regulations)\nThese Regulations specify the maximum amount by weight of biodegradable municipal waste that is allowed to be sent each target year to landfills, for each of the United Kingdom, England, Scotland, Wales and Northern Ireland, as required by section 1(1) of the Waste and Emissions Trading Act 2003 (c. 33). The amounts set under regulation 2 are consistent with the obligations of the United Kingdom under Article 5(2) of Council Directive 1999/31/EC on the landfill of waste (OJ No L 182, 16.7.1999, p 1).\nAn impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen.",
