  "heading": "Failure to produce permit",
  "text": "(1) An occupier of premises in respect of which a permit has effect commits an offence if without reasonable excuse that person fails to produce the permit on request for inspection by–\n(a) a constable;\n(b) an enforcement officer; or\n(c) an authorised local authority officer.\n(2) A person guilty of an offence under this regulation is liable on summary conviction to a fine not exceeding level 2 on the standard scale.",
