  "text": "(1) As soon as is reasonably practicable after granting an application, a Licensing Board is to issue a permit to the applicant.\n(2) As soon as is reasonably practicable after refusing an application, a Licensing Board is to notify the applicant of–\n(a) the refusal; and\n(b) the reasons for it.",
