  "text": "(1) Any decision of the majority of the Panel shall be the decision of the Panel.\n(2) The decision of the Panel shall be recorded in writing with reasons, dated and signed by the Chairman of the Panel, and communicated in writing to the parties not more than 7 days after the end of the hearing.",
