      "text": "Further to section 3(1) of the 2017 Act, “the register” means a register of English higher education providers established and maintained by the OfS (meaning the Office for Students, as established by section 1(1) of the 2017 Act). An “English higher education provider”, as defined in section 83(1) of the 2017 Act, means a higher education provider whose activities are carried on, or principally carried on, in England."
