  "text": "Subject to article 3 and subject to the fulfilment of the conditions in Part 2, any functions of a CIL authority conferred by or under Part 11 of the 2008 Act may be exercised by such contractor as may be authorised to exercise them, and to the extent so authorised, by the CIL authority whose functions they are.",
