  "text": "In this Order—\n“English local authority” has the meaning given by section 99(7) of the Local Government Act 2003; and\n“excellent authority” means an English local authority categorised as excellent by reason of an order made by the Secretary of State under section 99(4) of the Local Government Act 2003.",
