  "text": "(1) Subject to paragraph (2), the Board may—\n(a) determine its own procedure (including quorum); and\n(b) determine the procedure (including quorum) of any of its committees.\n(2) On any vote by the Board the chair has an additional, casting vote in the event of a tie.",
