  "text": "(1) The Secretary of State is satisfied that the person—\n(a) has the appropriate theoretical knowledge and practical experience of ships and their operation, and\n(b) is competent in the enforcement of the requirements of the Conventions and the relevant Paris MOU procedures.\n(2) The knowledge and competence required for the purposes of sub-paragraph (1) must be acquired through documented training programmes.",
