  "text": "A person who meets the criteria set out in paragraph 2(a) must have gained maritime experience of at least 5 years including a period—\n(a) as a deck or engine officer with at least two years experience in that role working at sea,\n(b) as an inspector meeting the requirements of paragraph 3(a), or\n(c) as an assistant to a port state control inspector carrying out inspections.",
