  "text": "(1) If the FCA proposes to refuse an application made under article 9(1) it must give the applicant a warning notice.\n(2) If the FCA refuses an application—\n(a) it must give the applicant a decision notice; and\n(b) the applicant may refer the matter to the Tribunal.",
