  "text": "(1) A liable person may make a request in writing to Natural England for payments made against the levy amount for a development (“development A”) to apply to levy liability for another development (“development B”) where—\n(a) the relevant land, or part of the relevant land, for development A is the same as the relevant land, or part of the relevant land, for development B,\n(b) Natural England has accepted requests to pay for both development A and development B,\n(c) levy liability has arisen for both development A and development B, and\n(d) no developer intends to proceed any further with development A.\n(2) A request under paragraph (1)—\n(a) must include details of the amount of development A which has been completed, and\n(b) may be made more than once for a development.",
