  "text": "(1) The ballot of every person entitled to vote at the referendum must consist of a ballot paper.\n(2) Every ballot paper to be used in the referendum must be in the form set out in Form 1, 2 or 3 in the Appendix (as the case may be).\n(3) Every ballot paper—\n(a) must be capable of being folded up; and\n(b) must have a number and other unique identifying mark printed on the back.",
