  "text": "For Article 139(1) (penalties) substitute—\n“1. The appropriate authority may, by regulations, make provision for—\n(a) penalties applicable to infringements of—\n(i) this Regulation;\n(ii) legislation made using the powers included in this Regulation; or\n(iii) any of the rules referred to in Article 1(2) which are used for the enforcement or implementation of such legislation or this Regulation;\n(b) civil sanctions in relation to the infringements mentioned in point (a);\n(c) appeals in respect of the decisions mentioned in Article 7 of this Regulation.”.",
