  "text": "(1) The existing wards of the borough of Oldham are abolished.\n(2) The borough of Oldham is divided into the 20 wards listed in Schedule 1.\n(3) Each ward comprises the area identified on the map by reference to the name of the ward.\n(4) Three councillors are to be elected for each ward.",
