  "text": "(1) This Order, with the exception of articles 5 to 15, comes into force —\n(a) for the purpose of proceedings preliminary or relating to the elections of councillors for county electoral divisions, on 15th October 2012;\n(b) for all other purposes, on the ordinary day of election of councillors in 2013.\n(2) Articles 5, 7, 9, 10, 11, 12, 13, and 15 come into force—\n(a) for the purpose of proceedings preliminary or relating to the elections of parish councillors, on 15th October 2014;\n(b) for all other purposes, on the ordinary day of election of councillors in 2015.\n(3) Articles 6, 8 and 14 come into force—\n(a) for the purpose of proceedings preliminary or relating to the elections of parish councillors, on 15th October 2015;\n(b) for all other purposes, on the ordinary day of election of councillors in 2016.",
