  "text": "In regulation 10—\n(a) in paragraph (1A)—\n(i) after “In these Regulations” insert—\n“—\n(a) a first UK owner is to be treated as “supplying” any packaging which—\n(i) has not been supplied, within the meaning of these Regulations, before coming into the ownership of the first UK owner, and\n(ii) is discarded by the first UK owner in the United Kingdom;”;\n(ii) renumber the words from “an importer” to the end as sub-paragraph (b);\n(b) omit paragraph (2);\n(c) in paragraph (3), for “regulation 8(2)”, substitute “regulation 8(2B)”.",
