  "text": "(1) Article 12 is amended as follows.\n(2) In the first sentence, for the words from “Commission” to “cooperate” substitute “Secretary of State must cooperate with other Parties to the Convention”.\n(3) In the second sentence—\n(a) after “Convention,” insert “or”;\n(b) omit “or the Agency”.",
