  "text": "In deciding whether to make a payment under this Scheme, the Secretary of State shall have regard to the following criteria—\n(a) whether services will continue to be provided from a national network of public post offices across the United Kingdom in the absence of the making of a payment;\n(b) whether services will continue to be provided from public post offices or a network of public post offices in any particular area of the United Kingdom in the absence of the making of a payment.",
