  "text": "Each of the following is a prescribed body or other person for the purposes of section 56(2)(d) of the Act—\nthe Civil Aviation Authority;\nthe Coal Authority;\nthe Competition Commission;\nthe Consumer Panel (as established under section 16(2) of the Communications Act 2003);\nany district council in Northern Ireland;\nthe Financial Services Authority;\nthe Gas and Electricity Markets Authority;\nthe Health and Safety Executive;\nthe Health and Safety Executive for Northern Ireland;\nthe Insolvency Practitioners Tribunal;\nany local weights and measures authority in Great Britain;\nany Minister of the Crown;\nthe National Consumer Council;\nthe Northern Ireland Authority for Utility Regulation;\nany Northern Ireland department;\nany Northern Ireland Minister;\nthe Office of Fair Trading;\nthe Office of Rail Regulation;\nany official receiver in England, Wales or Northern Ireland;\nany Scottish Minister;\nthe Treasury;\nthe Water Appeals Commission for Northern Ireland;\nthe Water Services Regulation Authority.",
