# The Private Rented Sector Database Regulations 2026, Regulation 2: Interpretation


In these Regulations—
“banning order” means an order made under Chapter 2 of Part 2 of the Housing and Planning Act 2016 which bans a person from letting housing in England;
“letting agent” means a person carrying out lettings agency work within the meaning given in section 83 of the Enterprise and Regulatory Reform Act 2013;
“property manager” means a person carrying out property management work within the meaning given in section 84 of the Enterprise and Regulatory Reform Act 2013;
“relevant fee” means the fee payable as determined by the database operator in accordance with regulation 14.
