  "text": "(1) The Energy Savings Opportunity Scheme Regulations 2014 are amended as follows.\n(2) In regulation 16 (excluded undertakings), for paragraph (2)(b), substitute—\n“(b) “public body” means—\n(i) a public authority within the meaning of the Procurement Act 2023 (see section 2 of that Act) that is not an excluded authority within the meaning of section 2(5)(a), (c) or (d) of that Act, but as if in section 2(5)(d)(ii) the reference to paragraph (b) were omitted, or\n(ii) in respect of a devolved Scottish authority, a contracting authority as defined in regulation 2(1) of the Public Contracts (Scotland) Regulations 2015;\n(c) “devolved Scottish authority” has the same meaning as in section 2(6) of the Procurement Act 2023.”.",
