  "text": "Draft Regulations laid before the Scottish Parliament under section 44(2) of the Procurement Reform (Scotland) Act 2014 for approval by resolution of the Scottish Parliament.\nPublic Procurement\nMade 2016\nLaid before the Scottish Parliament 2016\nComing into force 18th April 2016\nThe Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 5(2), 7(1), 12(3), 14(1), 23(3), 27, 28, 30 and 44(1) of the Procurement Reform (Scotland) Act 2014 and all other powers enabling them to do so.\nIn accordance with section 44(2) of that Act, a draft of this instrument has been laid before and approved by resolution of the Scottish Parliament.",
