  "text": "(1) Regulation 5 is renumbered as paragraph (1) of that regulation.\n(2) After that paragraph, insert—\n“(2) A producer shall not be a member of a registered scheme for the purposes of these Regulations if they fail to—\n(a) provide any information the scheme requests for the purposes of meeting its producer responsibility obligations within a reasonable period of receiving such a request; or\n(b) pay any fee required for membership of the scheme.”.",
