  "text": "Draft Regulations laid before Parliament under paragraph 2(2) of Schedule 2 to the European Communities Act 1972, for approval by resolution of each House of Parliament.\nProvision Of Services\nMade ***\nComing into force ***\nThese Regulations are made in exercise of the powers conferred by section 2(2) of the European Communities Act 1972.\nThe Secretary of State is a Minister designated in relation to services in the internal market for the purposes of section 2(2) of that Act.\nIn accordance with paragraph 2(2) of Schedule 2 to that Act a draft of this instrument has been laid before Parliament and approved by resolution of each House of Parliament.\nAccordingly the Secretary of State makes the following Regulations.",

      "text": "1972 c.68, to which there are amendments not relevant to these Regulations. Under s. 57(1) of the Scotland Act 1998 (c. 46), despite the transfer to Scottish Ministers of functions in relation to implementing obligations under Community law in relation to devolved matters, the function of the Secretary of State in relation to implementing these obligations continues to be exercisable by him as regards Scotland."
