  "heading": "Procedure for first revision of Code of Conduct, procedural rules and guidelines",
  "text": "(1) In relation to the first revision after the coming into operation of this Order of each of—\n(a) the Code of Conduct;\n(b) the procedural rules; and\n(c) the guidelines,\nthe principal Act shall have effect with the following modification.\n(2) Schedule 2 to that Act shall have effect as if for paragraphs 5 and 6 there were substituted —\n“5 Where the Commission proposes to revise a relevant instrument, it shall —\n(a) prepare a draft of the revised instrument;\n(b) submit the draft to the Secretary of State; and\n(c) make such modifications to the draft as the Secretary of State, after consultation with the Commission, may require.”.",
