  "text": "(1) In the heading to section 18 (other discrimination by local education authorities), after the word “discrimination” insert “etc.”.\n(2) In the headings to sections—\n18A (discrimination by Further Education and Higher Education Funding Councils);\n18B (discrimination by Scottish Further and Higher Education Funding Councils); and\n18D (discrimination by Teacher Training Agency) of the 1976 Act,\nomit the words “Discrimination by”.\n(3) In each of the sections referred to in paragraphs (1) and (2), after the words “constitutes racial discrimination”, insert “or harassment”.",
