  "text": "(1) In the heading to section 24 of the 1976 Act (discrimination: consent for assignment or sub-letting) omit the word “Discrimination”.\n(2) That section is amended as follows—\n(a) in subsection (1), for the words “to discriminate against” to the end, substitute—\n“(a) to discriminate against a person by withholding the licence or consent for disposal of the premises to him, or\n(b) in relation to such a licence or consent, to subject to harassment a person who applies for the licence or consent, or from whom the licence or consent is withheld.”; and\n(c) in subsection (2), after the word “apply”, insert the words “to discrimination on grounds other than those of race or ethnic or national origins”.",
