  "text": "(1) Amend Article 11 (appeal against rate) as follows.\n(2) In paragraph (2)—\n(a) in sub-paragraph (a), for “the valuation list” substitute “a valuation list”;\n(b) omit sub-paragraph (b);\n(c) in sub-paragraph (c), for “the valuation list” in both places where it occurs substitute “a valuation list”.\n(3) In paragraph (3)(b)—\n(a) for “the valuation list” where it first occurs substitute “any valuation list”;\n(b) in head (i), for “the valuation list” substitute “any relevant list”;\n(c) in head (ii), for “the net annual value” substitute “any net annual value or capital value”.",
