  "text": "(1) Article 74 is amended as follows.\n(2) In paragraph 1—\n(a) for “The fees” substitute “The Secretary of State may, by regulations, specify the fees”;\n(b) for “, Article 62(7) and Article 92(3)” to the end substitute “and Article 62(7)”.\n(3) After paragraph 1 insert—\n“Regulations under this paragraph are to be made by statutory instrument; and a statutory instrument containing regulations made under this paragraph is subject to annulment in pursuance of a resolution of either House of Parliament.\nThe function of making regulations under this Article is subject to the consent requirement in Article 4A.”\n(4) In paragraph 3, omit the first subparagraph.\n(5) Omit paragraph 4.",
