  "text": "In this Order and in any provision as applied by this Order, unless the contrary intention appears—\n“the 1983 Act” means the Representation of the People Act 1983;\n“the 2000 Act” means the Political Parties, Elections and Referendums Act 2000;\n“the Elections Regulations” means the Representation of the People (England and Wales) Regulations 2001;\n“the Preparations Act” means the Regional Assemblies (Preparations) Act 2003;\n“the Regional Assembly and Local Government Referendum Rules” means the Rules set out in Schedule 1 to this Order;\n“the RP Act 2000” means the Representation of the People Act 2000;\n“ballot number” means a barcode, which may include printed letters and numbers, unique to each ballot pack;\n“ballot pack” has the meaning given in rule 10(2) of the Regional Assembly and Local Government Referendum Rules;\n“combined polls” means the poll at a Regional Assembly referendum and the poll at a local government referendum taken together;\n“combined referendums” means a Regional Assembly referendum and local government referendum where the polls are taken together;\n“list of ballot numbers issued” has the meaning given in rule 14(4) of the Regional Assembly and Local Government Referendum Rules;\n“local government referendum” means a referendum held in a county area pursuant to an order under section 2(2) of the Preparations Act;\n“permitted participant” has the same meaning as in section 105(1) and (1A) of the 2000 Act, as applied and modified by article 7 of, and the Table in Part 1 of Schedule 3 to, this Order;\n“referendum” means a referendum to which this Order applies;\n“referendum area” means the area in which the referendum is held;\n“Regional Assembly referendum” means a referendum held in a region pursuant to an order under section 1(1) of the Preparations Act;\n“voting area” means one of the following where comprised in the referendum area—\n(a) a district in England,\n(b) the Isle of Wight, or\n(c) the Isles of Scilly.",
