  "text": "(1) Article 15 of the 2006 Order (obligation to issue ROCs) is amended as follows.\n(2) In paragraph (1)—\n(a) for “article 17” substitute “articles 17 and 17A”; and\n(b) at the end omit “to the persons specified below”.\n(3) In paragraph (2), after “(5)” insert “and article 15A”.",
