  "text": "For the purposes of paragraph 2, and subject to paragraph 4, the greenhouse gas emissions from the use of biomass to generate electricity—\n(a) is to be calculated by the operator of the generating station using the actual value method or the default value method, or\n(b) is 91 grams per megajoule of electricity.",
