  "text": "(1) Article 33 (review of banding provisions) is amended as follows.\n(2) In paragraph (3)(c)(ii), after “Part 2” insert “or Part 2A”.\n(3) In paragraph (3)(e), after “Part 2” insert “or Part 2A”.\n(4) For paragraph (3)(f) substitute—\n“(f) there is evidence over a significant period that the provisions of article 13(3) and (4) are having a material effect on trade in SROCs referred to in article 13(3); ”.",
