A “newly qualified teacher” is a teacher in a maintained school who has been a qualified teacher for less than 12 months. Qualified teacher has the meaning in regulation 5 of The Education (School Teachers' Qualifications) (England) Regulations 2003 (S.I. 2003/1662).
