# The Scottish Local Government Elections Order 2007, Paragraph 47: Return of councillors


(1) Where, at any stage of the count, the number of votes for a candidate equals or exceeds the quota, the candidate is deemed to be elected.
(2) A candidate is returned as a councillor when declared to be elected in accordance with rule 55(a).
