  "text": "Notwithstanding anything in articles 47 and 48, no return or declaration as to election expenses shall be required in the case of a person—\n(a) who is a candidate, but is so only because that person has been declared by others to be a candidate; and\n(b) who has not consented to the declaration or taken any part as a candidate at the election.",
