  "heading": "Conditions on the use, supply and inspection of absent voter lists",
  "text": "(1) This paragraph applies to any person who has obtained access to the information covered by paragraph 16(1) by any means.\n(2) No person to whom this paragraph applies may—\n(a) supply a copy of the information or any part of that information;\n(b) disclose any of that information; or\n(c) make use of any such information,\nother than for a permitted purpose construed in accordance with sub-paragraph (3).\n(3) The “permitted purpose” shall mean either—\n(a) research purposes within the meaning of that term in section 33 of the Data Protection Act 1998; or\n(b) electoral purposes.",
