  "text": "(This note is not part of the Regulations)\nThese Regulations add the private rented housing panel and the homeowner housing panel to the tribunals listed in schedule 1 to the Tribunals (Scotland) Act 2014 whose functions may be transferred to the Scottish Tribunals under that Act. They also specify the functions exercisable by the two panels.",
