  "long_title": "These Regulations prescribe the amount of a penalty which may be imposed by an appropriate authority by virtue of section 115C or 115D of the Social Security Administration Act 1992 (c.5) (“the Act”). The Secretary of State or an authority administering housing benefit or council tax benefit are both appropriate authorities for the purpose of these sections by virtue of section 115C(6) of the Act. That subsection also defines a “relevant social security benefit” for the purpose of these sections.",
