  "text": "(1) Where the emergency services are responding to an emergency at a space site the licensee must grant access to the emergency services without requiring them to be subject to the access control measures mentioned in regulations 173 and 174.\n(2) The licensee must draw up a plan relating to action to be taken following an emergency response at the site.",
