  "text": "In Article 2—\n(a) in paragraph 1, in point (c), omit “of a Member State”;\n(b) in paragraph 2, for point (b), substitute—\n“(b) the definitions of ‘animal by-products’, ‘TSEs’ (transmissible spongiform encephalopathies) and ‘specified risk material’ laid down in Regulation (EC) No 1069/2009”;\n(c) at the end, insert new paragraphs 3 and 4—\n“3. “appropriate authority” means—\n(a) in relation to England, the Secretary of State;\n(b) in relation to Wales, the Welsh Ministers;\n(c) in relation to Scotland, the Scottish Ministers;\n(d) in relation to Northern Ireland, the Northern Ireland devolved authority.\n4. “Northern Ireland devolved authority” means the Department of Health.”.",
